Work History - 1976 to Present:
Regional Planner. Rio Grande Council of Governments – Del Rio, Texas
Responsible for working with communities and appropriate organizations in the Council's 5-County service area to identify social and economic development needs. Developed strategies and set priorities to seek funding from state and federal sources.
Grants Administrator for Non-Profits - City of Austin – Austin, Texas
Managed a staff of 4 with responsibilities to oversee the grant process and administration/compliance of funds awarded to non-profits in the community. Developed and implemented a reporting system whereby outcomes could be measured based on the type of service(s) provided. Funding and number of awards made increased an average of 10% a year for three (3) consecutive years.
Director, Small Business & Area Councils, Austin Chamber Of Commerce – Austin, Texas
Responsible for directing the small business division of the Chamber to promote and provide assistance to small business members. Organized a group of Chamber members to create four (4) area councils made up of business owners to expand the outreach of services to small business owners in each respective area. This initiative resulted in an increase in members and participation in small business programs. Each area council elected a representative to serve on the Chamber Board.
Division Director, Small Business, Texas Department of Commerce – Austin, Texas
Served as Director of Small Business, a division of the Texas Department of Commerce. Managed a staff of 15. Created a state-wide Advisory Council made up of small business owners. Responsible for implementing programs to inform and assist the small business community in Texas. Implemented an 800 in-bound line that received an average of 3,000 calls a month to assist and answer questions on small business. Created an outreach program with Corporate partners to support business forums throughout the state in collaboration with other state agencies. The division was recognized as a leader in providing assistance and information to Texas small businesses.
National & International Marketing Director - Contemporary Constructors – San Antonio, Texas
Responsible for developing a marketing program to create a new market for the Company. This included implementing a national and international strategy to expand the company's participation in the telecommunications (cellular) industry. Within 12 months, secured site construction contracts with the top two cellular providers in the Southwest. Was responsible for expanding the company's presence in Latin America and opening the first international office in Venezuela and become a primary contractor with the national telephone company. Secured cellular infrastructure projects in Chile and Argentina.
Owner - Telecom Representations, Inc. – Austin, Texas
Owner of Telecom Representations, Inc. for 10 years. Served as representative for several manufacturers of cellular infrastructure products. Developed sales strategies to market products to national and international (Mexico) wireless carriers. Sales in the first year reached $500,000. Within 3 years, increased to $2M. From year 5 to year 10, sales rose an average of 20% annually.
Executive Director, Hispanic Business Alliance, Tyler Area Chamber of Commerce – Tyler, Texas
Served as Executive Director of the Hispanic Business Alliance which was a new initiative of the Tyler Area Chamber of Commerce. Responsible for organizing and establishing programs to support the Hispanic business community. Created an Advisory Council of community leaders and small business owners. Initiated an outreach program to brand the HBA in the community. Produced a newsletter that reached over 2,500 businesses. Setup a counseling program that offered assistance to new and on-going businesses. The number of monthly counseling sessions grew from zero to 25 within 12 months. Started a micro lending program through a collaborative effort of a regional micro lender and several community banks. Developed a Hispanic Achievers Awards event to recognize successful Hispanic owned businesses by business category. The annual event grew to 500 attendees and major support from the community at large.

Core services includes: start- up assistance in business planning, permitting and organizational development. Assist in identifying and evaluating financing options for new and expanding businesses. Identify marketing opportunities and recommend strategies for entry and growth. Serve as an Adviser on a short or long-term basis.
